STANLEY AVENUE CAR PARK The Stanley Avenue Board of a Trustees would like to put forward a submission to request the funding of the Stanley Avenue car park. A well-designed carpark would reduce congestion, improve traffic flow, and provide clearer pedestrian pathways, reducing the risk of accidents and improving overall safety. We have discussed funding of the car park with the Ministry of Education (MOE). MOE set our property budget and stipulate to us the items we must spend the funding on. Our draft 5 Year Agreement (5YA) with the MOE has a set budget of $277,604. The funding has been allocated to a number of projects the MOE has stipulated we must spend the money on and the Board of Trustees (BOT) has prioritised the remainder of that budget to what it believes as essential. There are a number of items the BOT wants to address it cannot using the 5YA. Utilising the property budget to upgrade the car park will not directly benefit children’s education and our BOT feel the property budget MOE provide needs to go directly towards striving for better educational outcomes. The MOE have said they will not fund the car park in addition to the property budget. We would therefore need to trade off and not provide something for our students in order to fund this. The car park is currently sitting in road reserve, and is utilised by a number of users on a regular basis. The car park is not purely used for the school activity, it’s also used by those accessing Boyd Park for sports and events, out of hours for a variety of reasons benefiting the wellbeing of our community. The car park usage includes: • School pick up and drop off • Sports and events at Boyd Park • After hours the school brings people together and provides a secure place for children to play on playgrounds • Locals utilise the basketball courts and tennis courts at no cost, and without a requirement to book. This free easy access removes barriers for a number of people in our community that would otherwise be unable to play • Stanley Ave and surrounding school families drop off and pick up children to before and after school care removing childcare barriers for working families. Aside from obvious safety concerns at school drop off and pick up, and walking between cars and traffic to get to Boyd Park for events; traffic congestion, lawn / berm damage from vehicles making for a disheveled look on an otherwise beautiful avenue; are other reasons to improve the car park. We do want Council to consider the wellbeing of the community and benefits to other activities as a reason to fund the car park upgrade. Below are points we believe highlight how this investment aligns with broader community goals and contributes to the well-being of local residents. • Investing in school infrastructure demonstrates a commitment to supporting local education and the community. A safe and functional school environment can contribute to a positive perception of the district council and foster community pride. • A good carpark can improve accessibility, making it easier for parents, guardians, and visitors to drop off and pick up students. This can be especially important for families with young children or individuals with mobility challenges. • An upgraded carpark would contribute to better traffic management in the surrounding area. By providing adequate parking spaces and designated drop-off zones, the council can help mitigate traffic congestion during peak school hours and sporting events at Boyd Park.
